William G. Morgan, a YMCA fitness instructor in Holyoke, Massachusetts, developed the game of volleyball in 1895 for businessmen who attended his classes. Beach volleyball originally was simply the transition of the indoor game to the beach. It reportedly was first played in 1915 on Hawaii’s Waikiki Beach, by bored surfers waiting for the waves to improve. Nets were installed on the beach at the Santa Monica Playground in 1922, and families and organized teams played each other, six on a side.
In 1930, Paul “Pablo” Johnson and three friends grew tired of waiting for more players to show up, and decided to try playing a game with only two on a side. They initially played on a smaller court, since there were only two players to a side, instead of six. After some experimentation, though, they realized that two players could effectively cover the full-sized beach volleyball court. In the mid-1960s, the California Beach Volleyball Association was founded to give the sport official rules and sanctioned tournaments.
